Pronoun who

I have a dout about the use of who like a subject, for example:

1. who wants ice cream?
We do/ we want it

2. Who want ice cream?
we do/ we want it.

of these two sentences, Which is right and why?

is there any rule that says about the use of the verb only in the 3 person of singular in this kind of question?

if somebody knows, please help me...
