PRONOUCE MYSELF (is that a translation from differenrt languange)

Can you say the following?

1 I called 50 police police station till I found her, but I can't pronounce myself on her condition before I'm sure of it.

can you use PRONOUCE to mean STATE? (would you say TO MEAN .... is the bold structure OK?)
