1. The Overseas Department has set forth the following three practical points for 2015:

2..To dedicate oneself to the promotion of conducting shakubuku based on consistent Gongyo and Daimoku.

.To dedicate oneself to conducting shakubuku based on consistent Gongyo and Daimoku.

I believe the second sentence is wrong and should be rephrased as above.

Am I correct?

According to this site, shakubuku is a verb, or a noun collocated with the verbs practice, understand, or try. "Conduct" seems wrong. htm
