I am extremely sorry for keeping emailing and waiting you. You promised me to write the letter, but not done yet.
I think this is a strong language. I am supposed to be polite with others. How do I make it polite, please?

It's not TOO strong, but I suggest this:

I am extremely sorry for emailing again and disturbing you, but I still have not heard from you (regarding the letter).
