project vs. plan

This is a question in my textbook:

Large areas of the country's open spaces are under ______ of development. (projects/plans)
The answer is projects.

Please explain why.

Hello Anduy, That sentence doesn't read well either way. There are develop projects underway. There are plans for development.

That sentence doesn't read well either way. There are develop projects underway. There are plans for development.

But neither "projects of development" nor "plans of development" sounds natural to me at all.

A plan is what you intend to do, and a project is what happens once that plan is underway.
