Progressive form

“My dear Twilight, there’s more to a young pony’s life than studying, so I’m sending you to supervise preparations for the Summer Sun Celebrations in this year’s location: Ponyville.” Could you tell me the reason why the progressive form is chosen? What kind of usage is this? Thanks in advance!

I think the present progressive could be used to show that the decision to do whatever it is has already been made.

"So I'm sending you..." - There is no alternative. It almost sounds like there is complete control from the speaker toward the listener.
