Proficient in or with?

Hi everyone!

I've been trying to figure out what preposition to put here.

Is it ok to say "proficient in laser scanners, tiltmeters..." but "proficient at AutoCAD and Microsoft Office"?

Why do they go with different prepositions? Is it because AutoCAD and Microsoft Office are tools?
