proficiency

Hi friends

I was worried about my English proficiency, my birth, growth, studies are from village, I don't have minimum English skills that can satisfy a kid who studies in metro cities, I had realized about my mistakes, now I have plans to go abroad for studies, and here the problem starts I have tried with IELTS,PTE,TOEFL(mock tests) i qualified none of them, I don't have audacity to attempt them really, am from middle class family so I can't keep spending money for better scores in them, but I had heard that some universities accept waive off English proficiency test, I have some doubts about it.
1) If its really possible does it needs any extra documents, and plz suggest the application process.

2) if I go with out test do I need to attempt any test at university to prove proficiency in English.

3) can I learn English there to improve my skills

Am sorry guys my english looks like prattle
But plz help me I begg you.

I have started a game that I don't known how to play

I must keep playing till end, else it plays with my life.

I will be thank full for time spenders to suggest me
