Hi,
When one dog runs to another dog and wants him to play, would any of these work?
“My dog started circling around our neighbour’s dog to spur him on to run with her.”
“She started jumping up and down next to our neighbour’s dog to prod him into a chase game.”
Another word that springs to mind is ‘urge’, but that carries a sense of urgency and I’m not sure if it’d be appropriate in this example.
I look forward to hearing your inputs.
Thank you.

Yes. Those are OK. Here are some more:
My dog bounced around my neighbor's dog (, bobbing up and down) ...
... in an attempt to get him to play.
... to encourage him to play.
... to invite him to play.
... to initiate a play session.
