procurement information

Hi. I am trying to translate a notice on government procurement.

I hope you can help me.

1) Main financing conditions and payment arrangements and/or reference to the relevant provisions governing them: ?

I googled and found out this sentence is used often in procurement notices, but I really don't understand what it means.

Does "provision" mean regulation? Or any material (prepared by the supplier) explaining the finance conditions and payment arrangements?

2) For the sake of good order, please note that the RFI process is being undertaken on a without prejudice basis with no obligations placed on either XX (government office) or any registered supplier.

RFI stands for request for information.
I don't understand what "good order" means.
