Problem with the word Issue i a sentance

The school issued a statement about its plans to the press./The school issued the press with a statement about its plans.
both have same meening but i am having trouble with the second sentance.

issue(verb) = To publish

The school published a statement about its plans to the press. is not hard to undarstand.

The school published the press with a statement about its plans. The school published the press .. sounds very strange. i meen how can a shool publish the press(newspaper)



in the second sentance the have used with insted of to


can you guys help me understand why it is possible to write like this with some example.
