Problem with forming a sentence.

Hello!
I've got a problem with forming a sentence, here're some propositions that I've come up with.
1. "I wish this picture had (a?) better quality"
2. "I wish this picture was (a?) better quality"
3. "I wish this picture was of (a?) better quality"

Can you tell me which one is the right way of saying it?
