Problem in understanding a word

I have dilemma in one sentence.

Sentence is following : - Touted as a "young, sensual movie based on love art and self discovery", the film has been conceived and written by the maestro.

This sentence I received form a news article from movies block. In this, sentence is starting from "Touted" (Tout is a verb ), how can It comes here?
