Problem

Hi guys !
I have a tiny problem.

"backing away from the accords with Europe threatened to widen Ukraine’s political rift with the West, which was on open display at the summit meeting."

the part "which was on open display at the meeting" means, that it was easily seen ? or that it was sth that they were supposed to work on ? which one is correct

+ one more question

"they were released with administrative summonses."
means, that they were set free due to administrative consent?

I can't speak to the legal system in Ukraine, but it seems like the sentence is pointing out that they were released rather than held in jail, but that they were issued summonses to appear in court at a later date for various charges.

It is possible that the summons was to pay a fine or perform some other action, and not necessarily to have to appear in court, but all of this depends on
