The two are theoretically okay grammatically and readily understandable, but they sound strange to native ears. You'd more likely hear something like:

Today's education has become worse in quality. That's a problem we must face.

Today's education has become worse in quality. That means trouble for society.

That doesn't mean that 'becoming worse' sounds awkward and wrong, right?
