Hi, I note that the M-W Dictionary also offers a second meaning, as follows 2 [ 2 pro- + re active ] : acting in anticipation of future problems, needs, or changes This idea of 'taking the initiative' is the only meaning that I am familiar with. I interpret the meaning you quote like this. I f you are mentally conditioned to do some thing in one way, or if you have a mental habit, then if you try to learn to do the thing in another way it is hard to change.
