"privilege of making a bet"

I was watching a TV series named "two and a half man" and im big fan of that. There are two lines in season2 episode 1 when Alen said
"You're charging him for the privilege of making a bet?"
"minus the vig"
I dont quite understand the meaning of "the privilege of making a bet" and "minus the vig".

Hi It's a little tricky without more context, but "vig" is slang for the profit that you make from lending someone some money (it seems to come from the Russian: vyigrysh).
