Prime Minister Theresa May yesterday said that.....
The following sentence is taken from a British newspaper:
Prime Minister Theresa May yesterday said that the crime rate in her country has diminished
dramatically over the past few years.
My question is this:
According to the rule of reported speech, don't you think it should be"had diminished" and not "has diminished"?
