Hi~ what could be the best interpretation of the words "the primary grades" in this context?
All elementary school grades OR the lower grades of elementary schools?

I would say all elementary grades as that is the most common usage. In some school districts in the US, primary school can refer to only the first few grades, but this is not the standard.
