Do you hear "may be lower" as a quality of price and therefore here may expresses ability rather than possibility, and as a consequence we can replace it with can and the sentence will have the same meaning as a result?
My idea that here may is used this way is based on the 6th clause of Collins dictionary's interpretations of "may":
