price and burden

When the reason should be returned to responsibility of SUPPLIER, it is regarded as SUPPLIER burden, and PURCHASER can ask to substitute article or return price and burden to SUPPLIER.



I am confused. Since purchaser paid the price to supplier, why does it say "purchase can ask to return price to supplier”?It should have been this: purchaser can ask the supplier to return price to purchaser. Is my understanding right?
