Can I say,

The pencil case is pretty.

My bag is pretty.

If you think that each of those is pretty (e.g. more attractively decorated or beautiful than usual), then there is no reason that you cannot say that they are pretty. Probably the person most likely to have a "pretty pencil" is a young girl. I would never describe an average pencil as being "pretty".
