Yeah,
I think it has two meanings.
first one is the way of behaving that is intended to deceive people
second on is the putting forth of unwarrnated claim.

I don't understand which meaning can be applied in my sentence.
And i am not sure how the sovereignty is different from national sovereignty.

I would need the context of the whole sentence to determine which meaning applies. Probably the second you gave, but if it relates to doing someone or an organization doing some actions, then, the first one would apply.
