Billy and Tom pretended to make a magic potion.

I know, pretended means "to deceive" and potion means "a drink which produce magic effect on those who drinks it". But I still cannot understand this sentence.

That Tom and Billy are small kids. Do they pretend it unknowingly or they intended to fool others?

Please help me.

We can't know. They are probably just playing but we don't know what they do with the potion after they make it.
