Hi,1. --------Kotkin is Presidential Fellow in Urban Futures at Chapman University in Orange, California.  --------"Presidential Fellow" -- Does it mean that he is the dean?/chairperson?/director? of the department of "Urban Futures"?2. --------------------Kotkin is also the author of The New Geography, How the Digital Revolution is Reshaping the American Landscape (Random House, 2000); and Tribes: How Race, Religion and Identity Determine Success In the New Global Economy, (Random House, 1993) which  traces the connection between ethnicity and business success — how in-group loyalties are becoming the driving force in the new global economy. Tribes has been published in Chinese, Japanese, Arabic and German. "Presidential Fellow" -- Does it mean that he is the dean?/chairperson?/director? of the department of "Urban Futures"?
It means that he is a member of the faculty of that dept.The position he holds is called 'the Presidential Fellowship', for reasons that we are not told here.

Consoider this example. I give $10 million dollars to my old university. They use the money to set up and pay the salary for a new fellowship. Perhaps they call it 'the Clive Fellowship'. Each person who holds that position is called 'the Clive Fellow'.

What does "in-group loyalties" mean?
Could it be the typo of "royalties"? No, loyalties.
Consider that there are a number of people in a group. They have loyalties to each other, and perhaps even to the group as a whole. But not to the people outside the group. Such loyalties can be called 'in-group loyalties'.

If it was "royalties," it would, to me, make perfect sense...
