Preset perfect / present simple / past simple - which tense is the better choice?

Welcome everybody!

Could you help me with some sentences which have been bothering me for a long time. Which tense is the best choice and why?

a)

A have two functions - A and B and I'd like to describe what the function A does.

"The function A waits until the function B has completed / was completed / completes / is completed"

b)
I've made some observations and I'd like to describe a general behaviour of the computer.

"The computer hangs up after the program has been started / was started / starts / is started"

Can I use the present perfect in this case to emphasize that the program was running when that event uccured?
