Present Tense Query

He brings over the empty basket that is filled with the bread that is supposedly distributed to the needy every Saturday.

So the basket is empty. It's filled up with bread on Saturdays. Is the "is" before "filled" okay there?

Is "filled" passive in the present tense, though, making it sound like it is both empty and filled at the same time, which makes no sense, or is it passive in the sense that the basket does get filled on the specific day? Sorry, I'm not used to the term "passive" in grammar.

Here is my suggestion. When you have a sentence which contains multiple ideas, such as this one, using double "that" or relative clause construction can make it sound clumsy, to me anyway. I would revise it to:
He brings over the empty basket which is to be filled with the bread every Saturday for the needy
