Present tense convo

If I'm talking to a person in the present should I say:

What brings you to Cali? Or

What brought you to Cali? Or

Both could be used?

If one is a permanent resident there, it would be justified to use past (given that s/he once came there and stayed), but if s/he comes to the place on frequent occasions, present would do fine <eg What brings you to Cali (so often)? > Respectfully, Gleb Chebrikoff
