Present simple or present continuous tense

Should I write in this sentence:

1. Bob is saying he will send you a postcard of the Park. or

2.Bob says he will send you a postcard of the Park.
Please help me! I'm from country where the main language isn't English but I learn English in school and I'm not sure about this thing. Emotion: smile

Would you consider the past tense "said"? 1) It is unlikely you would write the first sentence while he is saying "it" 2) If he keeps saying "it" but hasn't sent the picture yet, it seems unlikely that he will.
