Hi,

Can I use present continuous in the sentence?:
The weather is often changing in Russia.

Please explain the rules If I cannot use it.

Your sentence sets up a contradiction. "often" indicates regular recurrence. "is changing" indicates a present on-going activity. You can't have both in one sentence. I

There is a problem with the word 'changing'.
We use the word to refer to one specific change, as when there are signs that it's going to rain, or of a storm brewing.
When we are talking about the frequency of such changes, we use the word 'changeable', as in this newspaper story:

If you replace "often" with "constantly" or "always" then you can use the progressive.

The weather is constantly/always changing.

This sentence doesn't neccessarily imply that the weather is changing as we speak. Rather, it focuses on the continuity of the change.
