well i think present simple would be best suitable.
but the answer of this exercise used the continuous and i am confused.

Was the answer given as 'is being'? If so, it is wrong.

If the answer was 'it is boring', then it is correct. 'Is' is the present (simple) of the verb BE, and 'boring' is an adjective.
