present simple connected with past progressive, new concept English 2.71

Big Ben takes its name from Sir Benjamin Hall who was responsible for the making of the clock when the new Houses of Parliament were being built.

Why here "takes" (present simple) is used with "were being built" (present progressive"? Is it right? Would be "took" better?

'Takes' here means 'derives', not the actual naming.

I am confused here, as you know, its name is taken past, not present. So why present simple should be applied here rather than past simple?

We are considering the derivation of the name in 'universal' present—the clock's name is, was, and always will be derived from the knight's name.
