Present simple confusion

As the prize goes to the jailed democracy activist, China cracks down on other dissidents and pressures other countries to boycott the ceremony in Oslo.
as we know and read in grammer books that present simple is used for habitual and continous actions or events but here the above sentence which i quoted confuses me because prize is awarded once,it is not awarded every year to the same person, but by using simple present it does mean so.would somebody please explain it?

This style is very common in journalistic reporting (radio/TV as well as newspapers/ magazines). The simple present is nearly always used in newspaper headlines, for example.
