Present Simple confusion

I'm little confused about the correctness of simple present tense in the following sentences:

DLF board approves plan to absorb DLF Assests

India's swine flue toll touches 730; over 22000 affected

In both sentences, why the verb "approves" is used instead of "approved", and "touches" instead of "touched"? As both the sentences signifying the thing, which is already happened, so what's the reason of using those two sentences in simple present tense way?

It's because these extracts are newspaper headlines and newspapers don't follow the grammatical rules that we teach our students. They are written to emphasise the main points.

Exceptions:

simple present instead of simple past or present perfect
(India's swine flu toll has touched 730)

passive without auxilaries ( 22000 affected) -( 22000 have been affected)
