Present progressive vs present simple

When nice things are happening, such as being with good friends, unhappiness is usually wiped out completely, so you feel you are back to your normal self.

I know the basics of both the tenses: the present simple and the present progressive but still sometimes struggle to figure out its usage in certain contexts.

Please explain the use of present progressive in " when nice things are happening..." vs "when nice things happen"
