Present progressive vs present perfect

2. When something is happening at this moment. When the action has started but hasn't finished.
It is snowing at the moment.
The economy is growing at an exponential rate.
The children are sleeping, so please be quiet.

I was reading about the difference between "present simple and present continuous but then how this use of the present progressive is different from "has been plus verb with ing" ( present perfect tenses)?
