Present perfect/past perfect

I had been so busy before this week. And

I have been so busy before this week.

I had been so busy before last week. And

I have been so busy before last week.

Are both okay? And if so why don't just always use the present perfect instead of the past perfect.
It really seems like a lot of times the past perfect can be subsituted w/ the present perfect, is this true? Unless you want to be extremely specific.

Without context, I would say: I was very busy before this week / before last week. I have never heard of the "rule" you describe. CB
