Present perfect x Past simple - examples to explain

Differences in use of present perfect or past simple in these cases:

(1) "It has dawned on me that he was right..."

(2) "It dawned on me that he was right..." - So this should be used when talking about past or just telling a story. That I began to realize that he was right?

(3) "I am narrating about past events that has happend."

(4) "I am narrating about past events that happend."

Check spelling on "happened."

It dawned on me that he was right - this is a finished action, happened in the past and has no bearing on the conversation now other that background information.

It has dawned me that he is right has a bearing on the situation now.
