Present perfect with this morning /today

Hello

I know the present perfect is used with an unfinished time word, but with today or this morning this doesn't make sense.

I have brushed my teeth this morning/today.
I brushed my teeth this morning/today.

I want to choose 'I brushed' but this is not the rules, or?

I have smoked 3 cigarettes this morning /today.
I smoked 3 cigarettes this morning today.

I want to choose 'I have smoked'

I'm a little confused. Could someone explain the rules with 'this morning /today' with the present perfect please.

Thanks
