Present perfect with present tense and weather

Hello!

CAn you guys help me with one thing? I'm from Brazil and I was just wondering about one thing, is it possible to say this sentence:

"When I arrive there, they have already gone to the bathroom"

Present tense plus present perfect. Does it make sense?

and another thing, can I say this:

"In New York IS sunny". Is it possible?

Or I have to always say "In NY IT'S sunny"
