present perfect with a specific time reference

Hi,

What would you say is the rationale for the use of present perfect for the underlined part when it seems to refer to an event that has happened in the past? I think we can safely assume 'that time' is refering to a time in the past

Ladies and gentlemen. What has happened until that time has little or no bearing on the decision I am going to make today before you.
