Present Perfect Tense Question

Hi, I want to ask you a Present Perfect Tense.

Sam cleaned his room from 9:00am to 10:00am At 10:30am, the room is tidy, Sam doesn't need to clean his room. At 10:30am, I say "Sam has cleaned his room." Whether I use Present Prefect Tense at 10:30am
