Present perfect tense

Hi,

A man is talking to himself, and a woman sees him doing it and then says, " I talk to myself all the time. Some people think it's weird, but I have known people that talk to their pets like they understood every word, or stand in front of the mirror and tell the reflection to get it together and get to the gym."

I'm wondering about the usage of the present perfect tense here. Was it used to mean that she saw people doing that several time, not once? Can I just say, " I know people that ..."?
