Present Perfect Simple/Past Progressive?

Hello, I have the following question:
The sentence that I need to complete is: "The last time I ___ (see) Tom, he ___ (wear) a yellow shirt."
Should it be written in this way - "The last time I have seen (see) Tom, he wore (wear) a yellow shirt.",
or "The last time I saw (see) Tom, he was wearing (wear) a yellow shirt."?

I deliberate between the 2 options because on the one hand, in the first sentence, the first part occurs in a unknown time, and I learned that after Present Perfect Simple always comes Past Simple. But on the other hand, the first action (seeing Tom) occured while Tom was wearing a yellow shirt, so it's kind of a situtation that one short action interrupts the other long action (Past progressive).
Can you please explain to me what is the correct form?
And also, is the part "The last time I ___ (see) Tom" considered as a specific time in the past (Past Simple) or as an undefinite time (Present Perfect Simple)?

The last time I saw Tom, he was wearing a yellow shirt. We are talking about one single past-time situation, which has no connection with the present time.
