Present perfect /Simple past

A “calendar stick” carved centuries ago by the Winnebago tribe may provide the first evidence that the North American Indians have developed/developed advanced full-year calendars based on systematic astronomical observation.

Guys, I really get confused in choosing present perfect over simple past in the sentences as above... Both the tense seems to be equally good....Consider...

I have been to Australia

I went to Australia.

Both..ok..... But whats the difference....when to use one over other.......Please help me understand it..

Past simple should be used because you are talking about a finished action in the past. So you have to use developed in that context. As for the second question, both are possible with different meaning.

One of the clues is for thousands of years. The author wishes to imply that these sign languages are still used, or (perhaps) have only recently fallen into disuse.
