Present perfect-Simple past

hello , I have a question about the following sentence :

"How sad! George (dream) dreamed of going to California before he died, but he didn't make it. He (see, never) never saw the ocean."
why it does not say "he have never seen the ocean "? why it uses simple past instead present perfect?

Past Simple Tense and Present perfect Tense can't be contained in one sentence or a few sentences talking about a general sense. S. "he have never seen the ocean" is wrong.

P.S. "he have never seen the ocean" is wrong. "he has never seen the ocean" is right.
