Present Perfect question

"She tells me that you're the one I shoud talk to. She has informed me that you are the single person capable of locaing the book.
Teachers why do you have to use the present perfect form "has informed" in the second sentence. I'm getting really tired of learing how to use the perfect tense. Please help.

Teachers why do you have to use the present perfect form "has informed" in the second sentence. I wouldn't say that you have to use it in a context like this. You can use it, but the meaning is still clear if you just use Past tense.

I read somewhere on this forum that the perfect form is a more formal form of expression, also that The present perfect highlights the immediacy of the event, and therefore expresses slightly more interest in the topic by the speaker.

OR
She tells me that .... She informs me that ....
