Present perfect / Past simple

Hi guys,

Can anyone shed light on the following examples:

It has been more than five years since I ate meat

I'm wondering about this one as my intuition tells me that both should be Present perfect, but in the exercise answers, it states Pres. Perf + Past simple. Ideas?

Can the sentence She rarely gets to see him be equivalent to She rarely sees him?
