Present perfect /past perfect

he insisted that mountaineering ... a sport for him , but a passion that ... his whole life

isnt /has dominated or
wasnt /had dominated

which one is correct and my other question ,should we use "insist" as a subjunctive

if we use verbs like "insist that " then second part of the sentence should be in simple tense (exm i insisted that you go ) , is this rule connected to this question ?
