Present perfect or some other

Please reply my question with explanation:
In the following sentence why have put only `won' instead of have won and sometimes I find same kind of sentences, Please explain. the sentence is-
Congratulations! You won a BMW.

swapan... why ... only `won' instead of 'have won' ... Congratulations! You won a BMW.
Both are correct. It's possible that if someone else had said it, they would have said "You've won".
